Whoever runs fediblock.org:

I'm trying to standardize blocklists. (yes I know, me of all people, etc.) My client uses this standard, and I believe it's currently the only client that supports lists of any kind. Please also export your list as a flat text file in this format...

ActorURIorInstance<space>reason\n

example:

https://domain.tld/ Allows some bad thing
https://anotherdomain.tld/users/user02 Did some bad thing

Dead simple. Client interprets everything after the first space as a comment. User can subscribe to any number of lists.

Boosts welcome, but whoever runs fediblock.org definitely blocks me, so straight up copying and pasting this is preferred. Open standards matter. I'll happily reduce my own audience to make it happen.
